1-year warranty is up, electrical wiring problems...
A co-worker just bought a new construction home where the warranty is just expired (beginning of March, 2017)
The range is supposed to be wired into 220, but is actually wired into the living room circuit.
What options does he have? He's out of warranty, but clearly the work was done incorrectly.
The neighborhood is still being constructed, so the electricians are nearby...

I could imagine that the builder will have the problem fixed quickly and furthermost quietly. The last thing a builder is being interested in is a neighbor potentially ruining the reputation by pointing out this obvious blunder to everybody who might become a customer. While it is a clear electrician screw up, the builder is ultimately responsible. Somebody probably performed a continuity check and thought this is all it takes.
On the pother hand, did your co-worker never got suspicious that his range took forever to warm up? That is almost too hard to believe.
