Learning the can dos and can nots with new construction

Hello,

I am really struggling when it comes to the rules and regulations when it comes to zoning, and new home construction. 

For example there is a piece of property nearby that sits on a 35000 sqft rectangular piece of land half of which is not being used at all. I want to buy it and subdivide it so I can build another house and create a right of way. 

The people in the building department at my local town hall are not helpful. The town website does not offer me any answers as well. Who would be the best person to help me understand exactly what I could do with the land, or investigate it further.

Might want to reach out to some of the local land planners/engineering firms that is practiced in that jurisdiction.  Often, they may very well give you the answers you're after, as it's possible they already crossed that bridge.  Ultimately, if you're going to subdivide, then you're likely to need their services anyway.
