Best ROI Return on cash investment

I have a group of investors with about 2 million in cash to invest. Problem is they don't want to do anything that they can't get at least a 7% ROI annually. Which sector would you suggest I look in to achieve those results/ ie: 55+ communities, Syndicates, Apartment complexes, Single Family etc.

Peter, I would recommend larger multifamily in large midwest markets.
