Developing a Mobile Home Park

A friend of mine has a opportunity to develop a MHP that has a potential park that is zoned, has city sewer and a water treatment plant. Is it impossible to develop a park that already has these basics?

also absorption rates..  can take years to fill a park. .unless you go out and buy your own trailers.. 

which if its a new park you want new to newer units usually pit set.. so lots of dough and lots of drag getting them up and running.
