Best List service to find Apartment owner contact information

I am wondering if someone can help me locate the

best List service to find Apartment owner contact information I was using list source but I feel like I am not getting all the owners that are out there...in big counties, sometimes they show only several dozen apartment owners when I know there are more....your help with this is appreciated...

@Jeff Bankywhere I am we have an assessor's office for my city. I can call them and have an excel spreadsheet emailed to me of every property in a certain category. There are categories for 2-3 families, 4-8 families, and 9+ families. They give me the property address, owner(s), mailing address. This costs me $35. I have it done once per year. They have a good online database so I can crosscheck it to see recent sales with new owners. Try your local assessor's office.
