Vacant / distressed property

I am seeking help with trying to purchase a distressed property.

The property is located close to Huntsville, AL. This is what I know about the property. It has lost its C.O. Certificate of occupancy because it was a drug house. The owner is no longer living there due to it had a fire in the front bedroom and the house is in no shape for anyone to live in it. I have looked up the owner and how it was financed on line and the only address for the person is the current home. It was financed through a USDA loan. I am more than confident that it has to be in foreclosure. My question is how can I get this property? Is their a way to contact the mortgage company and try to get the property that way, or do I need to connect with the owner? And would their be any suggestions about finding this person. I am more than sure that the person has a bad drug problem. Any suggestions  would be welcomed. Thank you in advance.
