Maryland HOA Liens
is there a process to purchase HOA liens? Can I go directly to the community HOA board to purchase outstanding liens?

You can buy the HOA lien directly from the HOA - that then puts you in the position of needing to foreclose on the lien to get the property (assuming you wanted to get the property). The HOA will probably be happy to sell you the lien since that guarantees them some payment.
Most likely, what you want to do is what Ned Carey just posted - bid on the HOA lien at the foreclosure auction, when the HOA is foreclosing.
But please clarify, and you might get some more discussion.
