Commercial RE Phoenix Market: Need insight on best ideas for RE Investment Fund team?

I am at the beginning stages to take my idea of a 506(b) or 506(c) fund and make it a reality.  Who(specific person or position) would you recommend I add to a team to acquire Commercial Real Estate Properties that are in the Phoenix Metro Market?

The goal is to take down 5-20 million dollar deals; the next few years will be properties that will come to market at very prominent discount. 

Also, I am open to thoughts on my strategy to partner with people who are open to equity position, not as a fee based consultant.

The first position to address is yourself.  What are you bringing to the table.  That will then steer the conversation to other resources needed.  Just the concept and idea aren't enough to bring to the table.
