Buying an empty lot in Philadelphia

I'm looking to buy a vacant lot in Philadelphia. I found the company that owns it and they have a PO box out of Philly. My question for the community is what is the best approach trying to send th owner an offer. What that just be a letter of intent to the PO Box?

I would also like to make the lot into a single vehicle parking spot. Does anyone know of any special zoning that is needed for this in Philadelphia?
