Opinion needed on a Detroit neighborhood

Hi all,

We are considering buying a rental home in the 7000 block of Stout St in Detroit. We live outside of Michigan, and reading forums online, it seems like the quality of neighborhoods in Detroit change street to street, and block to block on the same street. Can folks local to Detroit (or investing in Detroit) comment on how the 7000 block of Stout street (south of Tireman and north of Warren Ave) is? In terms of safety, abandoned properties, quality of possible tenants, etc. 

Also we could get the property for 18k and after 15k on rehab we will be in it for 32k. All in cash. Is this a good investment for 700$ rent every month?

Are there better deals available?

Any advice on this is much appreciated.
