Rockford IL or Milwaukee WI... what say you?!?

I'm looking for a 12-24 unit residential property to buy and hold, and I live about half way between Rockford IL and Milwaukee WI.

I know a little about the Milwaukee market and almost nothing about the Rockford market.  It seems they are both great for cash flow but bad for appreciation.

Please provide any and all info about which market is better and why.

@Brie Schmidt don't you have properties in Milwaukee as well?

 Yes, I am Chicago and Milwaukee.  Milwaukee is for cash flow and not appreciation, it is not the easiest market to deal with and I think it is even more important to have scale or be local when investing there
