Driving for dollars question

Hey guys I recently started driving for dollars. I've found a few properties that might be available but I have some questions about how to figure out if it would be available. For instance I found one that looks vacant open windows differed maintenance but a paper on the window from the city describing upgrade work that is or needs to take place. What does this mean? Is there anything else I should be looking for. Thanks!

Nick, the place has been "red tagged" posted violations of your building code most likely. Go to the building regulations office, they have a list of properties and you won't need to drive around to find them. Get familiar with the tax assessor's office and ask where the tax bill is sent for that property. You can get the name of the owner at the Recorder's Office. 

Driving for dollars should be instinctive every time you drive anywhere, drive neighborhoods  to go places instead of the main roads, you'll find stuff off the beaten path. GPS is your friend. :)
