Off market owner phone numbers

When looking at off market deals, I have an app that tells me the owner, acreage, property lines, and tax address (basically like a GIS map). Usually, I'll google the owner and see if I can find their number, but often times I can't. How are you guys finding the phone numbers of these property owners when looking for leads on off market deals? Is there a way to consistently get phone numbers from these property owners, or should I just be sending letters to the tax address?

 If people are on the do not call registry then you are not supposed to contact them. He was making sure you check that first so you don't get in trouble. Most people won't bother to report you but all it takes is that one. There are many different cold calling platforms where you can contact owners. There is also skip tracing programs that'll pull and get peoples info. You can also pay for certain lists to target certain owners(high equity, behind on payments, etc).
