Two questions about posting in different forums

My first question is where do I go to submit a question for the Ask BP segment by Brandon?  And second is how do I start a discussion in a local real estate forum? I can reply to a post in the local San Antonio  and start a post in the Texas forum but can not seem to start a post the my local San Antonio Forum?
