Having a hard time finding good and reliable employees

Hello, this is my first post outside of my new member introduction so go easy on me regarding format and if this type of post is allowed here. But as you see in the title I am having a very hard time finding good and reliable employees. I have put help wanted signs in all the local grocery stores and bulletin boards, and ads on Craigslist but have not had any skilled contractors come forward just people with little to no experience. I have all the sub contacts I would ever need but building a large in house crew is proving to be a challenge. As contractors where or how did you guys find your employees? Any advice is greatly appreciated

I offered them $25/hour with guaranteed 40 hours/week for 2 weeks as probation. Evaluation if they are deserving more or less the rate I gave them during probationary period. Fire/Retain after 2 weeks. Noone will take you seriously when you don't have steady job, I lost a couple of good workers when I was not able to feed them 40 hours a week. I only look for foremen and only with tools, I don't look for subs. If you are only giving them a week or two then rest for a week or more, no one will stick with you.
