Water Build-up in front of House

I'm under contract on a property and there is a bit of water build-up in front of the house. The house has no gutters. Would adding gutters solve the problem? The water is probably about 4-6 inches deep.

@Brent Dirks I've only seen a moat around a castle. You could stock fish in it and now you've got a fish pond. Or buy it and sell it as water front property at a premium. Just kidding.

In all seriousness, however, even if the inspector says it's common, it will lead to problems down the road. I would either want the problem resolved (gutters and ground sloping away from house) or concessions to pay for said remedy, or I wouldn't close.
