Dead Tree Too Dangerous they say.

Hello!

Long story short: the tree in my backyard is too dangerous for landscaping contractors to remove. What can be done?

I purchased a property with a dead tree in the back. I did not think anything of it, and the inspection report only has the actual house on there. I wanted to get rid of the tree because it is leaning on my neighbor's pool equipment, however multiple contractors have declined to do the job stating it is too risky. They say the tree is "too dead" and is starting to come out of the ground. I am unsure of what to do as this tree is not only dangerous, can cost me a lot of money given it falls on my neighbor's, but it is a hassle to remove... Have you ever experienced something like this? Could you give guidance on how I can go about safely removing the tree? (and no I am not willing to DIY this project LOL)
