New Real Estate Agent marketing

I am a new real estate agent practicing for 8 months and having a very difficult time getting leads and making deals. I've reached out to my sphere of influence, done direct mailings and trying to do cold calls. My difficutly with cold calls for expireds and FSBOs is getting owner's phone numbers. I haven't made any deals so I don't really have the financial means to pay for expensive phone number lookup sites. right now I feel that not having access to phone numbers is holding me back in my performance. Any suggestions?
