Can You Inspect A Pre-Foreclosure?

I know for foreclosures you cannot get inspected but what about Pre-Foreclosure (EX: I personally contact an owner that is in Pre-Foreclosure)

A pre-foreclosure is just someone's property that is on its way to foreclosure. No different than any other house that someone owns. You can inspect it if the owner allows you to.
