I'm nearly ready to purchase my first RE investment in 9 years. Looking at the BRRR strategy but have some concerns about the refi-cashout. What is the typical LTV cap for primary residence or investment?

You're asking the wrong people.  Many programs are different, so ask the lenders.  They won't bite.
