permit or not to permit?

what are some of the risks to not getting work permitted for: 1: someone who's going to hold onto a property for 10+ years as a rental 2: someone who wants to refinance/heloc to take equity out from pay down 3: potentail liability to renters because work isn't permitted

@Sam Stolt agree with above comments.  Something minor.. paint, flooring, kitchen cabinet install.. dont need permits for cosmetic stuff like that. 

Electrical/plumbing updates/changes, room/building additions or anything structural.. do it right the first time. Hire someone licensed/insured, pull permits, etc.
