Buying My First Rental Property Through My Brothers FHA Loan

Hi BP Community,

The situation is as follows.

-Brother has a sub-par Credit score, & Income.
-He is located in Tampa's booming/affordable housing market.

I am located in New York City and are an aspiring Real Estate investor.  With Great Credit and Great Income.

My plan/question:
-I want to cosign/co-borrow an FHA loan for 4-Unit with my brother.
-He live in the residence as required.(House Hack)
-He serve as a property manager in exchange for living without/reduced rent payment. 
-I would handle Rent Collection & Scheduling of maintenance as necessary.

Is this Idea feasible? I have looked at the HUD Guidelines to verify that this is possible. Just wanted to know what you all thoughts were on the strategy. Things to consider...etc
