There is a house I like, but the neighbor's house looks terrible.

I'm looking for a house that I can live in and flip over a year or so. 

I found an REO that is a 3/2, on .27 acres, 2 stories, has a basement that can easily be finished (drywall already hung and patched), asking 45k, rehab would be about 15k-20k, and the ARV is about 95k.

The house looks okay and I don't have any main concerns yet, except the neighbors. Their house looks extremely rough.I mean, it still has a roof, but the siding is rough or torn off, there is trash all over the porch, and some other stuff. I don't know if it is just a poorly managed rental, but I think it is bad enough that it may make it difficult to sell the property at a good price. 

Should I send the owner a letter offering to purchase their home? Should I just put up a privacy fence and ignore them?

If someone could please help me out, that would be great. Please message me if you have any specific advice or want to know any more details.

@Dakoda Spencer You can send the neighbor a letter and ask if they want to sell. Unfortunately you can't control how the neighbor cares for their property, this might be a tough one if you want to resell for top dollar.
