What cap rate do you look for when analysing a property? Do you stick by the same percent for each investment? Is there a "best" cap rate?

Recently get a triplex and the city said it will cost 10k to add two water meters. Even at $100/month for water that would take me 8.3years to break even. Is it worth it or am I missing something?
