It's a problem when safe walkways are a cost burden and can't be absorbed.

Does it look like a modern-ish apartment with breezeways and internal stairs, or is it built like a roadside motel with long walk ways along the front.  

E.g Bathroom, walkways, etc.

I'd be surprised if the complex doesn't have individually metered units so you may be able to eliminate the utility expenses unless those are for common areas like walk ways, parking lot or laundry.
