Is anyone out there willing to be boots on the ground in Cleveland particularly old Brooklyn to check out the condition of a property?

Boots on the ground is hyperlocal, and what you're looking for is essentially cheap labor that can open a door when you need it.

Or like you said they can purchase less and pay tax on the boot difference.
