Gutters and soffits, pool cage, polycarbonate window shutters ripped off by wind, metal roll down shutters and garage door damaged, and attached fencing all destroyed. 

Or you can install your own polycarbonate covers until you get it occupied.

For long-lasting, we had signs printed on white polycarbonate.

If I do that should I go with polycarbonate?

I’ve tried all the building stores in town, no luck (they have ones w less-wide washers but I need x-wide for polycarbonate sheets, which will expand when warm, for a greenhouse I’m building).

Most skylights are installed to brighten a space, or for ambiance, etc.Instead of acrylic, you can use a Polycarbonate type of material. 

Also, if it happens to be poly-carbonate, which is "unbreakable", like Lexan for example, it would also prevent someone from being able to break out the window for emergency egress.

All the glass in the house will need to be laminated system of glass and polycarbonate panels which is about 1" solid thick. 

Steel doors and frames; Gated perimeter and main entry access with high security keys that cannot be copied (not just stamped "do not copy") or an access control system that uses rfid proximity readers, with remote access; excellent dusk to dawn lighting with poly-carbonate and/or protective screens outside; timed led interior lighting common areas; a quality, well featured and easy to use remote access security camera system; card operated laundry equipment in well lighted, space with folding tables and vending machine(s); establish "House Rules" for all with a stepped schedule for fines, use the camera system and access system to identify violators (including those dumping trash in the alley) and assess fines (or report to PD) promptly and consistently; do not hesitate to get rid of any troublesome tenants...DO hesitate to accept questionable prospects.
