Most owner occupied homeowners do not want a major project, so the lipstick and mascara rehabs go fast.Also, Fannie and freddie will actually rehab some of the properties (to a slight degree) in order to sell to owner-occupants.Lastly, if an easy rehab gets listed, there are a ton of agents sharking the MLS for light rehabs.

Beyond that it's just been general maintenance and 'lipstick & mascara' (new paint & carpet periodically).I did have 1 long term tenant that did not treat the house very nicely, so there was a bit of cleanup after they vacated, but beyond that, I think my screening process has provided with, if not totally stellar, at least decent tenants over the last 20 or so years.

I can't speak to upstate NY, but as far as flips go infrastructure is actually more important than eyeliner and mascara.

As you well know most resi flips are eye liner n mascara on crappy infrastructure.
