It's a peppermint and clove oil spray.

We've done something similar by offering local coffee, tea, snack baskets, bottled water, local pastries, and seasonal flavors (pumpkin spice, peppermint, gingerbread, etc.) which have been a big hit with much less risk involved. 

I’ve heard peppermint and cayenne can deter them, so maybe research how to use that so they think the neighbors homes are more attractive than yours.

Also, planting mint or peppermint around the foundation is a known deterrent to mice.

I've found that they don't repel mice as well as advertised, though it has reduced the spider population (I've only seen two inside the house this year).Another alternative is to encourage the tenant to clean with a peppermint based soap.  

They can do a smoke test or peppermint test.
