Rodent Problem in Town Home

I live in a newly constructed town home (2 years old) - I've had rodent problems for the past year with mice scratching the walls and making entry into the home. Critter Control has been at the property several times and have sealed all entry points. I have been told that mice can still come from the other homes connected to mine, via bitting through the firewall, and make entry again. 

My HOA has said they're not responsible, but I have been told that the issue won't be solved unless all the units (less than 10 total), are sealed.

What can I do?
