You have grounds to break the lease and the landlord will most likely put up a fight which can easily be remedied by giving him options:  break the lease without penalty or code enforcement can be asked to determine if the egress is acceptable.

I ask for any code violations on the property, history of permits, outstanding permits, outstanding water bills, zoning district and compliance and litigation that might be ongoing.
