One of the most challenging was some "safety of life" repairs (loose 2nd floor railings, etc.) that the lender required to be repaired prior to closing.

Well the inspection came back not revealing any major problems, just run of the mill things like sealing some openings to prevent rodents from coming inside the structure, removing loose dead wiring, broken windows etc.

You would more than likely loose that battle.

One person might say for a loose toilet on a crawl space to rip out the floor and subfloor and then put it all back together.  

The current attorney general has very loosely been interpreting the consumer protection act.

You may be able to pull up the loose tiles intact and re-set them.If you are set on taking up the tile and looking for a replacement, consider luxury vinyl plank (LVP) or luxury vinyl tile (LVT).

Having a "loose" dishwasher, instead of built-in, may not be as "tenant proof" as you need it to be, but it gives you a way to add a dishwasher without cutting into the cabinets.GE offers a few built-in dishwashers that they say can be installed under the sink. 

When I did find the home I had to lay everything out on paper and show her that we could not go wrong and didn't have anything to loose.
