I will always have systems and motions lights on every side of the house in my rentals as I want to make it clear to my tenants that I care about their safety. 

This process is based on our team's experience acquiring, renovating and managing 50k+ homes over the last few years.Property Condition: An experienced inspection firm performs a multi-point property inspection for safety, habitability and risk, including external and major systems review and internal review of the property, along with an estimate of certain repair and “turn” costs. 

I have my safety deposit box there and unfortunately, if they can foreclose on the wrong house, I could easily see them drilling into the box and trashing it out by mistake.

I've reached out to Building and Safety Dept. in Los Angeles with no luck in getting a clear answer.

They insisted i need to be "educated" first for my safety and to "protect" their current members before i go to their general meetings.

Then if they are seeing that the roach problem is not going away due to the tenant not following through with their end of the bargain I give start giving lease violations for "effecting the health and safety" of other tenants because you are now making your problem their problem :) Hope that helps! 

The longer window is basically a safety net with sale being the exit criteria.

You should weigh the safety of your family by using such a person, most handymen I have encountered know how to get things working, not necessarily how to do them correctly.  

Also, for safety sake, we insist on a copy of their state-issued photo id (driver's license is fine) before showing the prospect.

I would make sure that there is no pealing paint in the apartment and include in your lease that the tenant is responsible for the safety of their visitors and must supervising all visitors under the age of 18.
