On my search I was planning to utilize the 203K loan as well but I would suggest only dealing with a broker and agent that handled that specific type of loan before.

He will come up in a google search.  

A lot of information is available searching under the title triple net or NNN lease which I didn't know the term for before your post.

There was also a thread on my city's neighborhood facebook page (another great resource) recently that suggested a family of 4 could expect to use $60-$75 of water.

There are no guarantees but there is evidence since he built a program of which properties are good buys in established or up and coming neighborhoods.
