My friend, who lives out of country, has a luxury condo in downtown Los Angeles, which I currently live in.  

There are a few areas where you can, like in Wailuku, but it's not a prime resort area, more like a run-down town stuck in the 30s catering to backpackers.

There are a lot of 2 bd apartments below $1800 if you are not living in one of the big box plexs near downtown. 

You can hope to get 3.5-4+% cap rate if you put a high down and have some positive cash flow.I will clearly stay out of SJSU area and along Coyote Creek in downtown......

With it being so close to Dignowity and down town the values will eventually cap and start to bleed over.

New companies are coming to these areas and millenials are snatching up rehabbed properties to be closer to downtown areas.
