We have a lot of NJ investors who have invested in PA (most in Philly, but other areas work as well) for multis and have done very well.

I live in Southampton PA, 20 minutes outside of Philadelphia, i would be looking to either get an fha loan and buy a single family, or save up more money and get a conventional loan to buy a multi unit property to house hack.

Although, a duplex here in PA, traditionally is taxed higher than a SF.
