Investing Location NJ or PA

I'm looking to start investing on the east coast as this would be my first leap into the real estate world. I live in South NJ and was thinking of starting with 1 multi unit for rental within my area. Question: should I consider NJ or PA due to taxes and pricing of homes? What would be a better market to tap into starting off?
