To determine the property value I would find a good local realtor that can provide you their estimate on not only current value but also the after repair value.

As others have said, the plans are going to be site specific and likely would require alteration before being approved by a local municpaility examiner for another site.

What tools do you use for local market analysis in order to determine current supply/demand for different types of commercial property?

I recommend attending local meet ups to connect with other investors in your area as well.

Real estate is hyper-local.
