Insurance has offered only to clean the clothing.My wife has serious health issues, particularly her compromised immune system,    and all but the most mild cleaners tend cause an allergic reaction.

In the examples you provided environmental issues are caused possibly even health risks, I never heard of a bandit sign that killed somebody or put a hole in the o-zone layer.

Moving out is the only logical conclusion.... you're not going to change them, and you need to focus on your health, which they dont seemed concerned with.
