It certainly doesn't look like that's encompassed in your monthly management fee. 

The plan is to hire an experienced farmer to operate the farm and she will govern the business aspect.

Chicago is notorious for allowing something, but when the practical aspects are put into place it is not feasible, therefore they look like they’re being friendly.Thank you and good luck

I attended their College Park City Town Hall Meeting where residents had the opportunity to vote on certain aspects of the design, logistics of the project, community necessities and so on.

However, buyer/sellers don't deal with the inside baseball aspect of it - Hence the need to "translate".
