Part of the challenge is these neighborhoods do not have the same level of CC&R enforcement as our newer Eagle neighborhoods...so our higher end buyers are put off by the homes that aren't kept as well.

With a BRRRR, you already own the property by the time you get to the refi R ... you are past the point of no return, your purchase and rehab costs are already sunk, and you can't back out if the appraisal doesn't come in.
