After much effort I finally found somebody that would work for me at the same bank!  

The landlord may withhold from the security deposit only such amounts as are reasonably necessary for the following reasons: (1) To remedy a tenant's default in the payment of rent due to the landlord, pursuant to the rental agreement; (2) To restore the dwelling unit to its condition at the commencement of the tenancy, ordinary wear and tear excepted; or (3) To compensate the landlord for actual damages sustained as a result of the tenant's failure to give adequate notice to terminate the tenancy pursuant to law or the rental agreement; provided that the landlord makes reasonable efforts to mitigate damages. 4.

The previous landlord has trained them to be the way they are and it is rare that it would be worth the new landlords time or effort to retrain. 

They also go to every effort to never discuss the industry in any manner that is discoverable in the courts.In the event of a federal raid and confiscation of property, the property is often subject to DEA asset forfeiture regulations.  

Does this person make an effort month in and out to meet their obligations.  

If there's higher ROI elsewhere (adjusted for risk and level of effort of course), you might want to consider selling and reinvesting to capture that higher ROI. 

Nothing they teach is secret or special to them.

If you really want this property and the seller still wants to make this work, ask for an extension and focus your efforts on getting financing from another bank.  

In an effort to speed up the process, my agent had a conversation and offered the guy some money to be out by Monday. 

They have always been worth my effort and although on occasion I have been redressed by adjudicators and judges as well as being assessed some rent rebates it has always worked out to my advantage.
