RealPro understood and tried at best to help get the properties tenants.

A landlord of premises which are subject to residential tenancy and served by a water heater serving only that premises shall set the thermostat of that water heater at no higher than 125 degrees Fahrenheit before any new tenant occupies that premises or at the minimum setting of that water heater if the minimum setting is higher than 125 degrees Fahrenheit.

@Art Perkitny - Thanks for the thorough explanation on the modifiable areal unit problem... this is something I have sort of understood and have been long troubled by, but I never knew it actually had a name!

Now if those people understood how the game worked they could stick it to the tax lien holder. 

I doubt anyone would move to Dallas or San Antonio and drive to work in Austin.Without a job change (or a long term work at home job), the premise of this article seems far fetched.That would mean 4 to 6 hour commutes each way.Just my 2 cents.
