I've had 3 different groups put in applications, pay the application fee, and then call me within hours and withdraw their application because they've decided the can't afford to move.Seriously?

May depend on what your authorization form says; however, if the rental application asks for a forwarding address, and your authorization section provides authorization for confirming or verifying any of the information on the form, then I would ask your lawyer if that reasonably covers doing a credit check after they leave to "verify" their forwarding address by cross checking the latest addresses listed on their credit report.

Rent controls or other local laws and ordinances are just that, Local, and you need to review the enabling authority for specifics.As a PM, I routinely run background checks on all applicants, and our policy is that not only will we not rent to someone with felony arrests, we will not rent to any violent offenders, drug offenders, sex offenders, GTA or petty thieves either!

I have occaisionally found tenants during renovation....Obviously you cant put pictures up, but you can put up a sign, or advertise the place is gonna be available so you can applications coming in.

Newspaper ads are inexpensive.Note: develop your rental policy to avoid people wasting your time (3x rent, pets, smokers, application fee, proof of income, credit/criminal background, etc.)
