Apartment with strange setup

I recently bought an 8 unit apartment with 3 other people.  When we bought the building we knew of the issue and are trying to figure out what to do so I thought I would reach out to the BP community and see if anyone has dealt with something like this in the past.  Here's the issue.  The apartment is on what we'll call Lot A with 4 garages, we also purchased a house on Lot B that has 4 more garages servicing the apartment.  There is an alley that separates the two lots.  Even though the house on Lot B is on a totally different road from the apartment building the person at the city has told me that there is no way we can get the 4 garages on Lot B zoned off and added to Lot A.  We want to do this so we can keep all the garage space with the apartment building and sell the house.  This is an ok deal if we don't sell the house but would be a very nice deal if we could sell the house and keep the garages.  Please let me know if anyone has run into something similar or has any ideas!   The building is located in Chippewa Falls, WI if this helps.
