Please post the full "Closing Disclosure" and "Uniform Residential Loan Application" from that 3.XX% "non owner occupied" refinance, the docs you signed at the closing table.

I would not suggest having the current owner put a tenant in there as they may shove the first applicant in, qualified or not.

I don’t think that there is a blanket “lender” policy that is applicable here.

Fill out the permit application, submit the specs of the window and let them ask you for additional information.  

For example, if I were designing such a model and had all the data available to me, I would include distance to a highway as a feature, school quality, or even creative variables like the count of liquor stores in close proximity, income of zip code, average age of neighbors (to know whether they're adults and poor or maybe just students)...

Your big box stores will have some in stock, you just have to cut them to size, cut a sink hole in them, and install. 

However; CA is now under stay at home order, and they're talking about Marshall Law, which of course being CA, most think it means it was done to give everyone a jump on summer vacation, and allow them to go to home stores and buy supplies for home improvement projects.

You will get higher rent than typical long term rent, you don’t have to store your furniture, you will be helping health care workers.
