Where we have apartments, the area schools are pretty well in sync so I haven't had this issue, but do often have people wanting to move out early (usually those who have graduated) and others who want to get settled into a place in the summer, so we have the outgoing tenants sign a statement stating when they will be out of the unit so that the new tenants can move in.
