From my experience at least from my distributor here in NY, the oxygen barrier pex Ive purchased was grey and dull in color, the pex required by id say most buildings codes for heating will be the oxygen barrier tubing, which will have an additional barrier inside the tubing, I know the pex ive used had markings on the tubing every few feet.

They could be as much as an additional $10K +/-.The reason you are shooting for 70% of ARV is the Refinance Lender will provide you a loan amount that is 70 to 80% LTV based on the appraised value (hopefully the same as your ARV).

I would have them post a performance and payment bond for the build (so you have recourse if it goes belly-up) and have them name as you additional insured on their insurance policy.Don’t forget to check the utility infrastructure to the site.
