Risk has to be met with a price reduction to offset risk.You'll have to but as is with no inspection and a price to match.Or the owner will need to evict and arrange to pay people to move all the stuff out.you could talk to the renter and offer cash for keys.

Look at everything that has sold, look at stuff on the market, start making your own comparisons, basically you want to know almost instantly if its a good deal or not (Of course the inspection will give you a better understanding) But from the outside, for the offer, you need to act quick, especially in this market for small multifamily.

However if the clog was found in the main of a particular unit before it joints the main to the street. then by all means approach that tenant with a bill, Hopefully you took some pics of the stuff that you took out so you can prove your case.
