When I asked for the scope of work done, it was minor things, replacing tile--caulking--a toilet......nothing about the nitty gritty like the roof, furnace, windows, etc.....the house from the outside looks bad and times that by 10 other properties and you see how situations like these affect our city....but what's even worse is what he paid for these properties.

Most won't give you diddly squat without a signed contract.You can certainly do your market research to verify rental rates, market vacancy and market expenses for the type of property you're trying to buy, but most of the time you will need to be under contract first in order for the seller to give you all of the paperwork you need to confirm the numbers they are claiming for the property.
